Why wont my cat stop meowing?

he might be doing that because he wants something. They say thats what cats do when they meow. My guess is, he loves to be outside and wats to go, but ya its cold, so understandable. You could try one day and see how he is. We have all kinds of cats roaming our neighborhood, none of which are ours, but we see them, year after year, even in the dead of winter. See how he does one day, and see if the meowing stops! good luck!! :)
